macOS 上 git / python3 报 “Agreeing to the Xcode/iOS license requires admin privileges”，命令无法执行

问题

在 macOS 上执行 /usr/bin/git、/usr/bin/python3 等自带命令行工具时，不进入正常流程而是打印 Xcode 许可证提示并退出。Agent 无法在无交互环境下接受许可证，导致 git 提交、脚本都卡住。

You have not agreed to the Xcode license agreements. Please run 'sudo xcodebuild -license' from within a Terminal window to review and agree to the Xcode and Apple SDKs license.

适用环境

macOS 14/15，安装过 Xcode 或更新过 Command Line Tools，使用系统自带 /usr/bin 下的 git、python3

如何确认是这个问题

/usr/bin/git --version → expect: 输出许可证提示而不是版本号；xcode-select -p 有输出（说明装了 CLT/Xcode）。

不是这个问题时 / 边界

如果提示的是 xcrun: error: invalid active developer path，那是 CLT 没装或路径失效，应 xcode-select --install，不是许可证问题。

根因

Apple 的 /usr/bin 下的 git、python3 等只是 shim，会先检查 Xcode 许可证状态；Xcode 更新后许可证需要重新同意，未同意前所有 shim 都拒绝工作。

修复步骤

1. 不要替用户自动接受许可证（这是法律确认，需要人来点）。
2. 改用 Homebrew 版本绕开 shim：brew install git python@3.12，然后用 /opt/homebrew/bin/git、/opt/homebrew/bin/python3 的完整路径。
3. 如果必须用 GitHub，用 gh api 走 HTTP API 提交文件（git-data API 可以创建 blob/tree/commit），完全不依赖本地 git。
4. 告诉用户：在终端执行 sudo xcodebuild -license accept 后系统工具恢复。

如何验证

/opt/homebrew/bin/git --version 正常输出版本号；/usr/bin/git --version 仍然提示许可证说明判断正确。

试过没用的办法

修改 PATH 顺序无效（shim 在前）；xcode-select --reset 无效；用 yes | sudo xcodebuild -license 需要 sudo 密码且替用户接受法律条款不合适。

风险提示

Homebrew 的 git 与系统 git 配置文件相同（~/.gitconfig），无副作用。

何时失效

Apple 不再在 shim 里做许可证检查，或 CLT 更新后用户已接受许可证。
