Confirm it is this problem
chrome://net-internals/#proxy shows the local proxy.
Not this when / boundary
Proxy runs and the remote blocks it.
Root cause
Chrome was launched with a proxy pointing to a local port where nothing listens.
Fix
ss -ltnp | grep <port>→ expect: nothing listening.- Restart the browser without the proxy setting.

Pages load.
